MODEL COMMUNITY FOREST

FECOFUN, Hariyo Ban Program has introduced the concept of Model Community Forest with a primary aim of incorporating sustainable forest management as the core element of community forest. FECOFUN will pilot the concept of model community forest in selected community forests within the working areas of Hariyo Ban Program. This will provide an opportunity to create proven methods, processes and successes that can be replicated in other community forests throughout the country. The implementation of the model community forest will be guided by Forest Act, Community Forest Development Guideline, 2071 and the concept of sustainable forest management.

This study examines the use and effectiveness of newly built underpasses in Narayanghat-Mugling road that bisect the northern section of Barandabhar Corridor Forest (BCF).

The Himalayas are expected to experience many changes in temperature and precipitation due to climate change. Climate projections for Nepal suggest that monsoon (summer) precipitation will increase, especially in eastern and central Nepal, but actual rainfall patterns will be highly variable, both spatially and temporally. Extreme weather events are expected to become more frequent, with extended droughts interspersed between periods of intense precipitation. Winters are predicted to become warmer.

Structural Assessment data indicates that in the 11 affected districts outside Kathmandu valley, 67% of classrooms (32,000) are unsafe for use. As a result, a large-scale education in emergencies response is under way, providing temporary classrooms, emergency learning supplies and teacher training on psycho-social support and life saving messages to 14 of the most affected districts. © WWF

The Eastern Himalayas are considered to be a region of global importance for biodiversity; the result of the synergistic interactions of the complex mountain terrain, extreme elevation gradients, overlaps of several biogeographic barriers, and regional monsoonal precipitation (Wikramanayake et al. 2001a). The distribution of the region’s biodiversity has been mapped as ecoregions directed along the horizontal axis of the mountain range (Wikramanayake et al. 2001b), and represent the ecological diversity from the Terai-duar grasslands and savannas at the base of the Himalayas to the alpine grasslands at the top, with the range of forest types in-between and along the steep altitudinal cline, from <300 m to> 4000 m.

Two massive earthquakes that hit Nepal on 25 April and 12 May, 2015 caused far-reaching social, economic and environmental damage. Thirty-one of the country’s 75 districts were affected leaving over 8,790 deaths and 22,300 people injured. A total of 498,852 houses were categorized as fully collapsed or damaged beyond repair and 256,697 partly damaged. The earthquakes triggered thousands of landslides that destroyed 2.2% of forest cover in six affected districts (National Planning Commission 2015). Material demand to rebuild half a million destroyed houses and other infrastructure will put much additional pressure on Nepal’s already stressed natural resources.

Community Based Ecotourism (CBET) is a great model for country like Nepal. CBET is a complete tourism initiative driven by the community wherein the local community improves its capacity to use social capital through collective action and enhances its levels of participation in the development process. It attempts to achieve Hariyo Ban Program's objectives of biodiversity conservation and climate change mitigation and adaptation through approaches that include agriculture, forestry and tourism.

Michelia champaca is an evergreen tree species which grows in Nepal between 450 to 1500 meters above sea level. Champ is one of the focal species of Hariyo Ban Program. The Program has supported for conservation and management of the species, mostly in hilly districts including Tanahun, Lamjung, Kaski, Syangja and Gorkha.

निश्चित संख्यामा रहेका घरपरिवारलाई उनीहरुको आर्थिक तथा सामाजिक स्तर अनुसार आफ्नो स्थान आफैं निर्धारण गर्ने प्रक्रियालाई सहभागितामूलक सम्पन्नता स्तरीकरण भनिन्छ । यस्तो प्रक्रिया सहजकर्ताका रुपमा कार्यरत स्थानीय स्रोत व्यक्तिको सहयोगमा वन उपभोक्ता समूहहरुले सन्चालन गर्छन् । ती घरपरिवारलाई सामान्यतया सम्पन्न, मध्यम र गरिब तथा अति गरिब भनि वर्गीकरण गरिन्छ । वन उपभोक्ता समूहलाई उपलब्ध भएको स्रोतका आधारमा घरपरिवारको स्तरीकरण भएपछी गरिब तथा अति गरिब घरपरिवारलाई मद्दत गर्नका निमित्त जीविकोपार्जन कार्यक्रमको पहिचान गरि कार्यान्वयन गरिन्छ । यस विधिले सामुदायिक वन विकास कार्यक्रम मार्गदर्शन २०६५ मा व्यवस्था भएअनुसार विपन्नमुखी जीविकोपार्जन सहयोगका लागि सामुदायिक वनको वार्षिक आम्दानीको ३५% रकम छुट्याउनु पर्दछ ।

सार्वजनिक सुनुवाई तथा सार्वजनिक लेखापरिक्षण भनेको कुनै पनि समूह तथा संस्थाको पारदर्शिता र जिम्मेवारीलाई सुदृढ गर्न अपनाइने एउटा सहभागितामूलक प्रक्रिया हो । यस प्रक्रिया अनुसार सहजकर्ताका रुपमा काम गर्ने स्थानीय स्तरका स्रोत व्यक्तिको सहयोगमा वन उपभोक्ता समूहले आफ्ना गतिविधि संचालन गर्छ । सूचनाको आदान प्रदान तथा प्रश्नोत्तर विधिबाट यसले उपभोक्ता समूहका सदस्य (अधिकारवाला व्यक्तिहरू) र उपभोक्ता समूहको कार्यकारिणी सदस्य (कर्तव्यपालक व्यक्तिहरु) लाई कार्य सम्पादनको आपसी मूल्यांकनका निम्ति अनुमति दिन्छ । सार्वजनिक सुनुवाइका क्रममा व्यवस्थापन सम्बन्धी निर्णय प्रक्रिया र त्यसबाट प्राप्त नतिजाको मूल्यांकन गरिन्छ । र सार्वजनिक लेखापरिक्षणमा वित्तीय कारोबार एवं कोषको अवस्थाको समिक्षा गरिन्छ । यी दुवै प्रक्रिया सामान्यतया वर्षको १ पटक सञ्चालन गरिन्छन् । सार्वजनिक सुनुवाई र सार्वजनिक लेखापरिक्षण गर्दा आएका सवालहरु तथा सिफारिश गरिएका बिषयलाई क्रमिक रुपमा कार्यान्वयन गरिन्छ । आवधिक रुपमा पुनरावलोकन तथा समिक्षा गरिन्छ । अर्को बर्षको सार्वजनिक सुनुवाई तथा लेखपरिक्षणमा फेरी ती बिषयको समिक्षा गरिन्छ ।
